Will this only be visible from Europe? What about from South Africa or complete different timezones?

Well, Perseus is a northern-hemisphere constellation ( unless my memory has failed me ), the meteors will appear to originate from there.
I would think you should be able to see a good number of meteors from anywhere, especially in the pre-dawn hours ( that's when earth will be running into the meteoroids ) I may be wrong, it has been a while since I looked any of this stuff up.
