I wish the article had just asked a question or two, since I"m left hanging: just what was it about the LINEAR data that ends up leading Dr.Francis to feel he can confidently downsize the overall threat?

I also am reminded of a maxim of Dr. Geoffrey Burbidge, the well-known cosmologist: He always admonished his students that a good scientist is always careful to state the assumptions, on which he bases his facts. I"m wondering in this case what Dr. Francis" up-front assumptions are.
