This is ridiculous, and here's why.
You want to know why collect stats from 16-49?
Because in any year, those people that are aged 16 will become elligible for military service - they're the manpower about to become available, also, depending on whether the census was conducted before, or after their birthday, they may already be elligible with parental consent.
So the 16 year olds are included because they represent those people that are elligible, because they have since turned 17, or will be elligible in the near future.
Likewise:
42 (Maximum enlistment age) + 8 (Service obligation)=50
So, where 16 is included because that's the population about to 'enter service' 49 is included because that's the population expected to leave service, so for any rolling 12 month period, those people in the age range 16-49 represent the maximum available military manpower, including those about to become elligible, and those about to become inelligible - of course, not all of these people are fit for service, because they're too old, too young, or some other exclusion criteria applies.
