I believe it works and that the reason it works so well is in the High voltage pulse. What happens is what is shown in the picture stuck to the window of his house in the second part.

The pulse like a wave at a the frequency given by itself would do the job but not nearly as efficiently. I believe that the amplitude of the pulse when it meets up with with pulses coming from other directions results in a localized increase in amplitude.

This is much like seeing two waves on the water. When the waves converge they get larger.

Although what was said ~6min into the first part by the scientist about the scientific community is definitely true as has been demonstrated on these very forums over and over.

But hey, the invention must be a fake and he must be a crock since he doesn't have any formal training.

Wcelliot is referring to the fact that electrolysis of water into hydrogen and oxygen is far less than a 100% energy efficient process, and the conversion of energy from burning hydrogen into useful work is less than a 100% energy-efficient process. This means that the amount of energy gained from burning a given amount of hydrogen must be far less then the original amount of energy it took to create that hydrogen in the first place.

A "Water Fueled Car" might get around these fundamental thermodynamic limits in several ways. Most plausible would be the use of otherwise wasted energy to electrolyze the water, such as somehow extracting braking energy (use generators in place of brake pads?). Less plausible would be if the hydrogen somehow caused more complete burning of the primary fuel - if the pure oxygen from electrolysis is used in place of outside air composed mostly of nitrogen there might be a slight boost, but the hydrogen itself would use up all this oxygen so some outside air must be used to burn the primary fuel. There might also be unexpected gains in some other part of the 4-cycle process, but I don't see where.

Notice that I didn't state or imply that it is possible to get away with using only water as a fuel. This, for reasons stated in the first paragraph, would be impossible - yet another failed perpetual motion machine. If you're buying into the Water Fueled car idea, you're probably going to lose your money.

I once saw a water-powered electronic calculator advertised in an electronics catalogue.
The description read: 'just fill reservoir with water to power the calculator'
I was AMAZED. I was DUMBFOUNDED.

Turned out, the calculator just has a relatively ordinary battery, the purpose of the water is to replenish the electrolyte, but once the battery goes flat, no amount of water will be any use.
Yeah sure, you need to fill it up with water before it will run, but that doesn't mean it runs on water!

For producing hydrogen need to devide H_2O into H_2 and O. For this need energy. When H_2 fusse with O, then water produced again and produced the same amount of energy. Thus effiecency can't be 100% and there would be only energy waisting. And from water to produce energy is imposible.

There are sources of energy that can be gained for no/little cost

eg Earth spin,,, tidal, wind,

now this energy= electricity

the next step is storage...... which is then used for "automobiles"

If you wish to use hydrogen you must generate the hydrogen on demand... storage in a vehicle is impractical for too many reasons.

So in effect the energy losses are immaterial... the environment is saved, and the energy is drawn and converted to practical use, and the slight inefficiency become just an everyday fact... but the results are what is needed.

Oil must be banned... and all transport must not leave any footprint.

The bulk electrical energy generated must be stored in SALT or similar.

Yes, this is technology Earth does not have at present, but it must be utilised if your planet is to have any chance of surviving.

your choice.... argue forever or actually start trying to find solutions !!!!
