You're missing a point that the FDA hopes you'd miss. Vitamin E was never claimed to prevent lung cancer, but the FDA wants people to stop trying to prevent/treat themselves with supplements when there are more expensive drugs that they regulate that work almost as well.
Vitamin D (I hope you aren't totally dyslexic) DOES prevent lung cancer, and many other types of cancer, and has been shown in many different medical reports (including several posted here on PhysOrg) that it increases survival in lung cancer from 29% to 72%.
One reason that Vitamin E is potentially carcinogenic is that it's generally oil-based, and oils tend to go rancid if left around too long. Rancid oils are VERY carcinogenic, even if they start out as beneficial nutrients.
High-dose Intravenous Vitamin C has been shown in research to kill many of the most common types of cancer, with 100% effectiveness against lymphoma cell lines in in-vitro tests. The trick is that it takes more Vitamin C than your digestive system can absorb to reach levels where it's toxic to cancerous cells, therefore you need to go the IV route to get the doses high enough in the tissues for it to work. Don't bother downing a bottle of Vitamin C tablets, it won't do anything but give you digestive problems.
Linus Pauling predicted the high-dose/Vitamin C as cancer-killer, and hypothesized it was due to the ever ravenous cancer cells mistaking Vitamin C for glucose, the byproduct of the mistake being hydrogen peroxide, which for reasons unknown (by me, at least), kills cancerous cells at levels that don't affect noncancerous cells at all. In the in-vitro tests (also reported by PhysOrg), the cancer cells died in a manner that was consistent with hydrogen peroxide toxicity.
Something we may have established some 30 years earlier, but for the fact that Pauling protested the Viet Nam War, and was subject to a smear campaign which is only now starting to wear off. Facts being stubborn things, truth will out.
Bottom line, take 1000mg of Vitamin C daily, unless you catch cold, then up the dose by 5x (1000mg every five hours or so). Every time you take a 1000mg of Vitamin C when you have a cold, the symptoms simply go away for about five hours. No runny nose, no sore throat, no cough... When symptoms return, take another Vitamin C, 1000mg, and the symptoms will, again, go away for another five hours or so.
Take 2000IU of Vitamin D per day to reduce your chances of getting cancer by about 40%. That's well below any level that has side-effects. (I have my own theory that baldness in men is actually a means of getting new skin to produce Vitamin D after the skin exposed over the lifetime loses its ability to produce Vitamin D, which over-exposed skin does. Clever trick, bald spots. New, un-tanned skin ready to produce enough Vitamin D to help extend the lifespan of the older guys.)
Also, buy some colloidal silver, 10ppm, in a spray bottle, and keep it handy. Next time you feel a cold coming on, spray some up each nostril. The cold will go away. Also works with other viruses, including the AIDS virus, also reported here at PhysOrg.

The FDA hates its very existence, of course, and so is slandering it at every opportunity. From the perspective of a drug regulatory agency, a substance that works better than most antibiotics that can be bought over the internet with no Rx is a job-security nightmare. Worse still, it isn't that hard to make, so they can't even prevent people from making their own (which I DON'T recommend).
10ppm, don't use more than a gallon per year (unless you have good reason, like AIDS or MRSA), and spread the word.
