As a member of the launch team I can say that the spacecraft controllers were all ready - but the launcher was not... so more correct to say that conditions are not always right - like an umbilical not withdrawing or whatever. But better safe than sorry. If there is the slightest chance of the rocket going wrong once launched, then you only have one chance to fix that - on the ground.
