Which then translates into 17.3% (34.4 out of 200)of users who have internet have broadband compared to 33% (12 out 36) not that these are meaning full than OECDs number.

comes down to percentage wise
US - 75% connected - 12.8% broadband
S.Korea 75% connected - 24.9% broadband
