Isn't homogenized milk an example of a suspension that was transformed into a colloid? (In homogenized milk, the fat does not separate from the rest of the milk.) How does that happen?

How can you transform suspensions into colloids? For example, say you had some finely ground sand, and you put it in water, first it is a suspension, but eventually it all goes to the bottom. Is there a way to add something to the water to keep the sand mixed with the fluid to make it a colloid?
