"Thought Police" is a non issue. Thinking cannot be controlled; no one can get inside someone else's brain to watch the images and alter them. Certainly some people keep trying to do it, but it doesn't work. The recent fMRI studies purportedly correlating brain function with thoughts had a protocol full of holes and proved nothing. No thought detection system would ever be cost effective for any utility. It's easier to ask people what they are thinking if they are willing to report it. And no amount of torture or other force will produce an accurate report.

Words are a different story, and words are never exactly the same as thoughts. Most of us know the history of how words are used. Words are our essential means of communication, and words can also be used to cause pain, suffering and worse. Obviously people still try to control words in order to control what people think and do, but in the long run it's about as effective as trying to herd cats.
