I developed, tested and patented this process in 1986 (see US Patent 4,723,263)in collaboration wih another BNL staffer at the time. We successfully demonstrated the electron - photon process in several prototype devices. We also demonstrated photon - photon process in the same structure. My company now sells a pulsed x-ray soource based on this know as the SXE (Stimulated Emitter of X-rays). We are able to initiate this process with a far simpler system and aat lower voltages which is what makes our technology practical. I would also point out that Dr Schachter works does not seem to account for the influence of Bremstrahllung in these types of processes.
