Will it be more easy to evaluate and built a Swimming pool on a 5 floor building than over a 20 floor building ?.

i.e. a 5 floor building will have a less weight than a 20 floor building.

Weight=Mass*Gravity

i.e. lesser the weight of building, lesser is the complexity for building a swimming pool on the terrace.
i.e. more the weight of building, more could be the complexity for building a swimming pool on the terrace.

Can this Law hold true ?

The Complexity for evaluating and building a Swimming Pool over a Terrace / Roof Top is directly proportional to the Total Weight of the Building ?

Or

There can also be some amendments to these law ?

I could see it being useful for fire fighting purposes. Might be a hazard in earth quake risk areas.
