They're not 'learning' anything i think. They are just becoming more and more sophisticated in their restriction of the Internet. They are an internal mess, and if they allowed free speech the government would find itself in severe trouble from inside.

Interesting situation here. The central government wants the local governments to be more 'transparent'. Aren't these local governments supposed to be arms of the central government?
