Smartphone And Tablet Interface With Dvd Rom Drive

Is it possible to interface Smartphone and Tablet with DVD ROM Drive Device ?

1. External DVD ROM DRIVE :

Smartphone
----------------

In this USB Port/s on Smartphone, a cable interfaced between Smartphone USB Port and DVD ROM Drive connector port.

The Os running on the Smartphone will detect the External DVD ROM Device.

Tablet
---------

In this USB Port/s on Tablet PC, a cable interfaced between Tablet USB Port and DVD ROM Drive connector port.

The Os running on the Tablet will detect the External DVD ROM Device.

2. Internal DVD ROM DRIVE :

Smartphone
-----------------

Smartphone manufactured with inbuilt DVD ROM Drive fixed similar to Desktops, Servers and Laptops.

The Os running on the Smartphone has the necessary drivers for the Internal DVD ROM Drive.

Tablet
------

Tablets manufactured with inbuilt DVD ROM Drive fixed similar to Desktops, Servers and Laptops.

The Os running on the Tablet PC has the necessary drivers for the Internal DVD ROM Drive.

Will this interfacing work in both cases ? if not what are the limitations which can be solved ?
