Can we write a Software application where the Smart phone will work as a Telephone Answering Device ?.

Interfacing the Smart phone with a USB Microphone will allow us to record and save our voice (.wav) etc sound files.

It can happen that we may be busy in a meeting or some other work and right now we do not wish to pick up calls. In this context, after making telephone call/s from the incoming caller the Smart phone owner will get the automatic message after say 30-60 seconds the default message "User not responding" is received by the Smart phone owner when the call is not picked.

So bypassing this default message, by creating a software application which will play our recorded voice (.wav) files messages to the incoming caller.

Will the same functionality can be achieved in a Cellular Phone ?.

In this context we do not pick up calls.The Default message which is played "User is Busy, Not Responding" is received by the incoming caller from our Smart phone when the call is not picked from our side.

So bypassing this default message from our side, by creating a software application which will play our recorded voice (.wav) etc sound files messages to the incoming caller will indicate the incoming caller that the person is busy in work specifying the reason and to call after some time.

Can the same functionality achieved in a Cellular Phone Device or we have to purchase a USB Telephone Answering Machine interfaced with a Cellular Phone Device for recording our voice messages ?.
