I have been a nature photographer for 20 years. I have photographed thousands of Great Blue Herons and have never seen this kind of behavior from any bird like this. This bird displayed like this for about 20 minutes and made a sound like a baby crying. It saw me and went to a normal folding of the wings and flew off.

Seriously though, I think that's part of their mating ritual or something, nothing to be worried about.
