This requirement is borne of a need to explain the formation of stars gravitionally. Plasma cosmology states that stars form as the result of a cosmic plasma pinch or z-pinch, and not gravitationally. In this model, the slow spin rate would not be considered anomalous.

The imaged magnetic web in the OP is consistent with the incoming and outgoing Birkeland currents, with the magnetic fields developing orthogonally to the moving electrical currents which are powering the star.
