I wonder if I can send my traffic from my chemistry site to Physorg with a link titled "Recent Scientific news." I might be a little too impatient by posting this here, but I cant find a policy regarding that. Please inform me, if that is possible or not.

I can't see them caring if it brings traffic to their site, as long as you mention that physorg.com is someone elses site.
