Does an accumulator add pressure or flowrate back into a closed pipe system?

For example if I have a constant flow of oil at a pressure of 5Bar connected to a non-return valve then an accumulator(precharged at 10Bar and full with oil) then a motor which requires a constant pressure of 10Bar. Does the accumulator close the non return valve and stop the flow of 5Bar oil and turn the motor on its own? Or does the accumulator not affect the non return valve allowing the constant flow to flow to the motor and added to the flowrate causing the motor not to turn until the 5Bar pressure increases to 10Bar?
