An unburnt forest in Greece has many more legal rights than one that has been burnt. Many of these fires are intentionally set to permit building in otherwise prohibited areas.

Simple fix: Make the beaurocratic process of developing a burnt forest so prohibitive that they won't do it.

It would also make sense to retroactively and punitavely apply this to previously developed burnt forests.
