It is stated in the article that this unusual transition "results from the previously observed fact that like-charged particles attract one another at close distances instead of the usual repulsion"

This is the first time that I learn about this phenomena, and I would appreciate if someone can explain me which fundamental force is overcoming the electrical repulsion: not gravity, neither of nuclear forces, and as far as I am aware of, not the electromagnetic... I am puzzled.
