Fly-by Anomaly Explained?

Came across this paper:

Essentially it says that the observed earth flyby anomalies of various probes can be completely accounted for by taking into account the transverse doppler effect, something that is usually ignored, thus, using only relativity, the 'anomalies' can be fully explained.
