Floods cause Lot of damage to Human Beings Lives as well as their
properties. Floods are also classified as Natural Calamities.

One of the Major causes of Floods is Heavy Rainfall. Again Rainfall is also not in our Hands.

We Know "Prevention is better than cure". But since Floods are natural calamities, can we prevent them from happening ?.

The cure is as we know is to supply those effected by Floods to supply them with adequate food, water and shelter. General Insurance of Properties could be one way of providing safety.

What are/could be the Best Methods for Prevention or Best Practices to tackle Floods ?.

Can we do something regarding Construction of Structures viz Buildings, Houses, Apartments, Bridges etc as a means to tackle Floods?.

Supercomputer do give us Weather Forecasting regarding Dark clouds, Sunny Weather etc.

Can the Scientific Applications running on a Supercomputer Machine predicate/forecast Heavy Rain in millimeters or inches unit before a week's time ?.

Proper planing for the urban and cities ;their location,geological-structural.
unfortunately many of the casualties are in the areas which houses have been built without a proper local study on the above ,greed of some people causes to build houses and put population in the area which no common sense accept it, i.e. so close to the rivers ,low land, inappropriate geological ground conditions...
Many other things like proper GIS development could well be done to help the design before treatment.

So planning could be first and adjustment, prediction could come next. Second could be correct house design, in some places like Australia due to natural conditions, flood is frequent and part of life so all the building in urban area (unfortunately not the cities!!)Build up high enough.
