The theory(Quantum Cosmology) is that there was a single massive quantum fluctuation that became the universe. But this quantum fluctuation was different from the standard fluctuation. Instead of producing temporary virtual particle pairs of virtual matter and anti matter it produced All the Real Matter of the Universe. We need a theory of this original quantum fluctuation that shows why only matter was produced.
