`Deregulation of sevices' is good to poor people. It causes a price-war amongst competitor driving down prices. But as a former `sales person' I can say the real game is to fleece the obscenely Rich. When there is to many Rich in your old poor suburb the owners of the shopping strip gear their prices of `items and service' to fleece the filthy Rich with the bulk of the poor suburb forced to watch through the windows while the filthy rich DINE and squander their disgusting opulence.
