Trying to look up the bandgaps of BARC and photoresist, expecting them to be less than 5 eV, is that the case?

If the photon energy were less than the optical bandgap by definition it would not absorbed. Since both BARCs and photoresist are designed to absorb the target wavelength (but in varying degrees), that photon energy must exceed the bandgap. But in many important cases, the absorption is deliberately not significant, which is only possible if the photon energy were just about at the optical bandgap.

With electrons and holes flowing across the BARC-photoresist interface, definitely a complication.
