In my experience I've found that moderators will typically let mundane or insipid personal insults go without doing anything. For example; call someone "stupid", it and stays or likewise call them "moronic" or "dumb" or any such general insult and you're ok.
However, if you take insulting toward a higher level and string together something like "vacuous fetid turd-munching baboon" or "trailer-trash raised homophobic knuckle-dragging pinhead" then apparently you've crossed the line.
Unfortunate but true. I tend to believe that it is part of an unconscious societal tendency toward homogenization to the least common denominator. Either that or all moderators have been PWND by a beautifully constructed insult at some point and are bitter.

I think though that the main perpetuator of cyber-bullying is the organisations that allows such behaviour in the first instance.
IMO, and maybe in the law as well, the "moderators" become liable, and this would be easily proved.

I am not sure if you post moderate all the posts here on your forum
but I have noticed a very disturbing trend
It seems any newbie.... knowledgeable or not... polite or not....
is welcomed by negative comments, plain slander and sheer aggression
by a small group of posters...... maybe the same 2 or 3.... sock puppets may play a part
If you wish this forum to grow, then a decision must be made.
I sympathise with the dilemma of babysitting but IMO it just has to be done
and your rules need to continually enforced
