how much does this cost the taxpayers? it seems nasa could pay for all of america's fuel for what it wastes in space.

The government has had a history of spending the nation into a hole for my entire life. It has nothing to do with political parties, since there have been republican and democrat presidents in my life time and both republican and democratic ruled legislature in my lifetime. The one thing you can be assured of about our government is that they will vote themselves a raise again every year or two, and spend money nobody has every year.
Yeah, there was actually a surplus for a year or two under Bill Clinton's presidency, but what people forget to mention is it was a republican congress. So Dems don't try to steal the credit or something.
In spite of what democrats or republicans tell you, neither of them has your interests at heart, they are all just playing us for fools while they accumulate real wealth in the form of real estate, oil contracts, and businessess while spending fake money that they print by the trillions. You are given just enough of this "fake wealth" every week or two to meet your needs and keep you pre-occupied with "entertainment" so that you don't ask questions, but nobody with real wealth is interested in allowing a normal person to become really wealthy, to do so would be to lose a share of their own power.
At any rate, America has never been a democracy. It is and always has been an aristocracy.

Why all the small-minded complaints about funding?
What these people aren't seeing in the picture is the savings just demonstrated by being able to "recycle" spacecraft to perform missions beyond their use-by-date. This is evidence of just how well NASA is building the hardware they are putting in space. The huge success of the mars probes is another good example of this.
I'm excited about the recent use of ion drives, like in the dawn spacecraft. This could extend the useful life of a spacecraft for many years after the original mission.

NASA uses less than 5-10% of the Department Of Defense budget for PURE research. So complain about the DOD and not NASA.
